He's Hans-Henrik Oersted pro pursuit gold medal at 1984 world championships with Cinelli Laser.

That's right, danish rider Ørsted. he later took the hour record - on a Colnago, I believe. The name "Ritter" on the downtube refers to Ole Ritter reknowned danish rider in late 60' and 70', he rode on italien teams - he had the hour record for four year until Mercx broked it.
